Hangzhou has comprehensively implemented “Three-Year Growth Plan for Small and Micro Enterprises” since 2015. Moreover, by taking the opportunity that Hangzhou City has obtained the qualification of urban demonstration for entrepreneurial and innovation base of small and micro enterprises, we plan to implement entrepreneurial and innovation service activities in the whole city. Urban demonstration service vouchers for entrepreneurial and innovation base worth 3,000 Yuan will be issued to small and micro enterprises, and can be used to purchase professional services. This will help small and micro enterprises with transformation and upgrading, and improve their quality and benefit.

In order to increase the awareness of urban demonstration service vouchers for entrepreneurial and innovation base and to expand the coverage of professional services for small and micro enterprises, Hangzhou Leading Group Office of Advancing “Three-Year Growth Plan for Small and Micro Enterprises” plans to issue urban demonstration service vouchers for entrepreneurial and innovation base on the “professional service platform for small and micro enterprises” on 20 Jul. The vouchers cover 8,000 small and micro enterprises (small and micro enterprises registered till the end of 2015), worth 24 million Yuan. The first batch will be issued to 2,000 small and micro enterprises, worth 6 million Yuan. The service vouchers will be issued according to the application order of small and micro enterprises till all of them are claimed.

Small and micro enterprises that want to apply for and that have not applied for urban demonstration service vouchers for entrepreneurial and innovation base of small and micro enterprises can log in the “professional service platform of Hangzhou City for small and micro enterprises” (directly enter the website or find the link of the “professional service platform of Hangzhou City for small and micro enterprises” by clicking “Access to Information” on the website of Market Supervision and Administration Bureau of Hangzhou City), to apply for the service vouchers. After Hangzhou “Office of Small and Micro Enterprises” verifies basic information and application qualifications of the enterprise, the enterprise can get the service vouchers (check the examination state on the platform). Enterprises above designated size and limit, unit operators without business license and individual businesses have no application qualifications. Every small and micro enterprise can apply for one “service voucher” only within the entrepreneurial and innovation demonstration period (2015 to the end of 2017). The “service voucher” should be used within half a year since the day of receiving the voucher and it will become invalid after the specified date. Moreover, the enterprise cannot apply for a second one.
