2023年10月23日，《杭州奥体滨江国际商务区（暂定名）深化设计暨建筑概念设计》国际方案征集公告正式发布，截至10月30日17:00，收到符合资质要求的报名材料36份（含联合体），涉及境内外设计单位56家。11月1日，经过专家评审，最终确定5家入围机构（排名不分先后）和2家备选入围机构（排名分先后）。
On October 23, 2023, the international scheme solicitation announcement for the "Hangzhou Olympic Sports Binjiang International Business District (Provisional Name) Design and Architectural Conceptual Design" was officially released, and as of 17:00 on October 30, 36 application materials (including consortiums) that meet the qualification requirements have been received, involving 56 domestic and foreign design units.The Pre-qualification Conference was held successfully on November 1. According to the result of the experts panel, five institutions have been shortlisted (in no particular order) to participate in the next phase, and two alternative institutions (in order) have also been determined.
